Testing maps takes time, you can't find all the bugs and errors in one playthrough. Getting a map ready can take several tests, in most cases we need to re-test a map after changes were made. There's only a few of us to test over a dozen of maps, and don't forget we, just like everyone else are people with our own things to do besides testing.
